Overview
Start this process by creating an Interaction-based audience (IBA). We recommend that you do it directly on the campaign's Audience Builder. Check this guide for step-by-step instructions.
Once your IBA is configured in Campaign or Strategy Properties, head to the Audience section within the Targeting area.
To apply the audience, simply start typing its name or scroll through the drop-down menu to select the one you want to target (in 'At Least one of them') or exclude (in 'None of them').

Blocking users who interacted
If you are running a performance or user acquisition campaign, you should block users that already converted.
In that case, we recommend that you:
Build an Interaction-based audience for the conversion number you want to exclude (typically, conversion 1: installs or visits).
Select that audience into the 'None of them' area by searching for its name and clicking on the checkbox next to its name on the dropdown menu.

Audience rules
You can target or exclude IBA audiences using the same logic or rules available for other types of audiences.
Like in the example, you could target those users who clicked on your ad but didn't convert.
